What's with all this fear of the spy coz they seem to be releasing content that nullifies the spy's effectiveness. The Sniper was given the Shiv which has a bleed effect that reveals spies on on hit and makes cloaking somewhat useless. Even a health pack cannot save you. The Sniper already had Jarate, Razorback and a high-crit-rate Kukri. All intended to counter the spy.
Then in the last update the engie gets Southern Hospitality. I only just realised that it also has a bleed effect. I encountered an engie, sapped his buildings then he hit me with that wrench and my vision got all blurry and red. I immediately started looking for the sniper that hit me only to realize the engie now has power to reveal spies
DR cannot even save you from bleed :p It's rather overpowered in comparison to fire and jarate than can easily be nullified by water or health packs.

I think the bleed mechanic was introduced for hunting them down, and as a Russian businessman once said: "They must be horrible spies to have been caught".
The trick of being a spy is definitely how you go about being a spy. You play a certain role on a team, for example, taking out a sentry or destroying a sentry nest, or taking care of that one guy on the other team that you just couldn't kill on your own. Like, you can backstab a sniper before he even has a chance to whip out his sharp twig-knife and hit you. And if all goes well, take care of the other snipers before he spawns. Insta-spawn really doesn't help with this mechanic, in fact it just makes it a whole lot harder to get by.
TL;DR: Bleed mechanic depends on the server and the players, like a server with spawn time, the likeliness of getting hit by one of the bleed weps is really low compared to an insta-spawn where backstabbing someone would mean being found out by the entire team. The way the players react is another thing, too. So, the bleed mechanic isn't so bad

Ok, Dr. Mr. Bariom, how would you diagnose that weasel/otter's dancing? Out of 10, how 'sick' is his dancing, in medical terms, all in 50 words or less.
